St. John’s Housing Strategy: Relocate Residents with New Plan

The province has unveiled a strategy to relocate current residents of a transitional housing facility in St. John’s that is scheduled for closure by the year’s end. Housing minister Joedy Wall assured reporters of ensuring all individuals receive appropriate assistance during this transition.

To achieve this goal, the province has released three requests for proposals intended to secure housing and community-based aid. Earlier this year, Wall disclosed the decision not to renew the lease for Horizons at 106, a transitional housing facility operated by End Homelessness St. John’s, citing cost concerns.

Wall has reaffirmed his commitment to relocating the facility’s 59 residents before the lease expires on December 31. Recently, he introduced a plan outlining three types of units, each offering varying levels of support.

The initial request for proposal seeks a provider for 75 units, comprising 30 “light touch” units with limited in-home support visits, 25 “moderate” units with more frequent visits, and 20 “intensive” units staffed around the clock. Wall emphasized that these support levels were tailored based on individual consultations with N.L. Housing Corporation staff.

Ten Horizons at 106 residents who do not require living support have already accepted NLHC units. Wall mentioned that the total cost of all 75 units will only be known after the completion of the RFP process, emphasizing a transparent and cost-effective approach this time.

The province has set a submission deadline of September 14 for proposals. Meanwhile, the executive director of End Homelessness St. John’s expressed relief at learning more about the province’s plan but highlighted the challenges and uncertainties faced by residents and staff due to the pending closure.

Additionally, NDP Leader Jim Dinn raised concerns about the adequacy of support in the new plan and advocated for the expansion of non-profit community-based housing to ensure individuals receive the necessary assistance for their well-being and security.
