Enforcement of cross-border cargo regulations has significantly increased during the current administration, resulting in higher costs and time delays, according to industry experts. The implementation of tariffs along the northern border has led to more rigorous scrutiny of freight and increased penalties, reflecting a protectionist stance by the United States.

Breanna Leininger, who oversees U.S. operations at Pacific Customs Brokers in Vancouver, noted a dramatic shift in customs procedures. The demand for documentation on shipped goods has risen tenfold compared to previous years, with customs officials conducting more thorough examinations on a daily basis.

Importers are now required to provide extensive paperwork, including labor and manufacturing records, to demonstrate compliance with product classifications and trade agreements. The level of proof requested and the specific items subject to tariffs appear to be evolving constantly, creating challenges for businesses.

Data from U.S. Customs and Border Protection reveals a substantial increase in audits this year, projected to grow by 26% compared to the previous year. In the first half of the current year alone, customs authorities collected $70.6 million in trade penalties, a notable surge from previous years.

These heightened enforcement measures coincide with a growing trade dispute between Canada and the U.S., marked by reciprocal tariff increases. The resulting delays and additional paperwork requirements have raised costs for businesses, potentially discouraging cross-border trade.

Alan Dewar, the executive vice president of GHY, a customs brokerage in Winnipeg, highlighted the financial burdens imposed by these new regulations on businesses. The added expenses, including storage costs and service charges, coupled with delays in transportation, are impacting the efficiency of cross-border commerce.

While some companies have managed to navigate these challenges, others have found the regulatory environment overwhelming. U.S. Customs and Border Protection emphasized the importance of importers providing accurate information and exercising due diligence in compliance with trade regulations.
