Britain is prepared to assist its allies in intercepting shadow ships linked to Russia that are providing financial support to Vladimir Putin’s military efforts, according to the Foreign Secretary. Yvette Cooper has pledged to strengthen measures against Russia’s illicit fleet, which consists of deteriorating oil tankers using deceptive flags to avoid Western sanctions. The UK is pushing for more decisive actions against these clandestine vessels, which are channeling funds to the Kremlin for its activities in Ukraine and causing harm to critical underwater cables.
While British forces supported the US in a recent operation to seize a tanker with ties to Russia for violating oil sanctions in Venezuela, no British personnel have physically boarded these ships yet. However, officials are reportedly exploring the legal frameworks for potential military intervention.
During a visit to Helsinki, Ms. Cooper boarded a patrol vessel and met with members of the Finnish Border Guard who play a crucial role in defending against Russian threats along Finland’s extensive border. The Turva patrol ship was involved in a raid on a Russian-affiliated vessel accused of tampering with vital undersea cables in the Gulf of Finland. The vessel, named Fitburg, was en route from St. Petersburg to Haifa under the flag of St. Vincent and the Grenadines.
In an interview with the Mirror, the Foreign Secretary highlighted the need for stronger actions against the Russian shadow fleet, emphasizing the vessels’ negative impact on sanctions, the conflict in Ukraine, environmental issues, and national security, particularly related to undersea cables. While indicating readiness for enforcement operations, Ms. Cooper stressed the importance of collaborative efforts with international partners to apply increased pressure on these shadow vessels.
Ms. Cooper also advocated for a complete ban on the transportation of Russian oil to cut off a significant source of funding for Moscow. The UK is closely monitoring enforcement actions by European counterparts against illegal vessels, including operations in the Baltic Sea and off the French coast.
During her visit, Ms. Cooper observed a demonstration by the Finnish Border Guards showcasing how they apprehend vessels, involving armed personnel descending from helicopters to secure the ship. The raid on the Fitburg and the subsequent arrest of its crew are viewed as effective deterrence measures. Finland retains the authority to employ military force against rogue vessels if necessary.
The increased presence of Russian vessels near UK waters in recent years has raised concerns. Defense Secretary John Healey previously issued a warning to Putin after a Russian spy ship, Yantar, targeted RAF pilots with lasers outside UK maritime boundaries. Ms. Cooper emphasized the UK’s determination to clamp down on the Russian shadow fleet and activities that threaten national security within British waters.
Furthermore, Ms. Cooper engaged in discussions with Finland’s President Alexander Stubb at the beginning of her two-day tour in the Arctic Circle region. Security in the High North has become a priority following US President Donald Trump’s expressed interest in acquiring Greenland to counter potential Russian or Chinese influence in the region.
