This visit marks the first time a U.S. intelligence head has visited Russia since Ratcliffe’s predecessor, William Burns, met with Russian President Vladimir Putin in November 2021, preceding Moscow’s incursion into Ukraine a few months later.
Multiple news outlets, including CBS News, Axios, ABC News, CNN, and the Wall Street Journal, confirmed Ratcliffe’s undisclosed meetings in Moscow. The purpose and topics of discussion during these interactions remain undisclosed, as neither the CIA nor the Kremlin provided any comments. Dmitry Peskov, a spokesperson for the Kremlin, neither confirmed nor denied the report, stating that Putin had no scheduled meeting with Ratcliffe.
In a recent development, the U.S. requested Ukraine to refrain from initiating airstrikes around Moscow, St. Petersburg, and certain northern Russian territories between Monday and Wednesday to facilitate a senior U.S. official’s flight to Moscow. The source providing this information declined to offer further details, with the Financial Times being the first to report on the U.S.’s message to Ukraine.
On another note, the U.S. lacks an ambassador to Russia, a country closely allied with Iran in terms of military, economic, and diplomatic relationships. Tehran has reportedly provided Moscow with drones for its military operations in Ukraine. Ukrainian President Volodymyr Zelenskyy accused Russia of supplying similar drones to Iran, while a Ukrainian intelligence report suggested that Russia assisted Iran with satellite imagery for targeting U.S. facilities in the Middle East. Despite these claims, Moscow denies supporting Iran in such capacities and has expressed readiness to assist in resolving conflicts between the U.S. and Iran.
