U.S. President Donald Trump has suggested the possibility of reviving the Keystone XL oil pipeline project, which was previously canceled by past administrations, as part of a new trade agreement with Canada. However, experts in the industry believe that Trump’s statement may be more about politics than actual intentions for the petroleum sector.

In a recent social media post made just before imposing new tariffs on Canadian goods, Trump announced a temporary halt on tariffs and a “deal” with Canada. He specifically mentioned the Keystone XL Pipeline, which he claimed was terminated by his predecessor, Joe Biden, hinting at a potential resurrection of the project.

While former executive Dennis McConaghy viewed Trump’s signal as a positive development, others like Carlo Dade from the University of Calgary expressed caution, noting the challenges the project would face in today’s political and environmental landscape.

Trump has targeted various sectors of Canada’s economy with tariffs since early 2025, emphasizing that the U.S. can do without Canadian goods. Despite exempting certain commodities like oil from tariffs, his stance on not needing Canadian products has been consistent.

The potential revival of the Keystone XL project remains a topic of debate, with differing opinions on its feasibility and the implications of such a move. The project, if pursued, could have significant implications for Canada’s oil exports to the U.S.

South Bow Corporation, the company behind the Keystone Pipeline System, is exploring a new project called Prairie Connector with Bridger Pipeline, aiming to utilize parts of the previously abandoned Keystone XL pipeline. This initiative could potentially boost Canada’s crude oil exports to the U.S. significantly.

Although the Prairie Connector project shows promise, the final decision on its construction is pending. Company officials remain optimistic about the long-term demand for Canadian crude in the U.S. market, highlighting the need for enhanced connectivity and export capabilities.

The potential reinvigoration of the Keystone XL project underscores the complexities of Canada-U.S. trade relations and the broader implications for the energy sector in both countries.
