Government to Ease Business Rates Hikes for Struggling Pubs

The Government is set to ease upcoming increases to business rates, providing relief to struggling pubs. According to sources, the Treasury is expected to unveil adjustments aimed at aiding cash-strapped establishments in the coming days. This relief package is anticipated to involve alterations to business rates and simplification of licensing regulations to alleviate financial burdens.

The move follows Chancellor Rachel Reeves’ directive to explore assistance for the hospitality sector ahead of the holiday season in response to industry concerns. Businesses have expressed fears of closures due to escalating costs, leading to some Labour MPs being barred from local pubs by discontented landlords.

Scheduled changes to business rates calculations in April were coinciding with the phasing out of a Covid-related discount, resulting in a substantial bill increase for pubs. Ms. Reeves reduced the relief from 75% to 40% during the Budget, with plans for complete cessation in April.

The adjustments were slated to coincide with amendments to business rates for all non-residential properties, based on rental costs and potential turnover projections for 2024. While Ms. Reeves highlighted the potential for lower rates for over 750,000 retail, hospitality, and leisure properties, the sector raised concerns about significant rate hikes that could double or triple annual bills.

The government’s decision to revisit business rates hikes comes after backlash from farmers over inheritance tax increases and reversals on cuts to winter fuel allowance and disability benefits. The British Beer and Pub Association (BBPA) CEO, Emma McClarkin, welcomed the move, emphasizing its potential to safeguard local pubs and jobs.

However, the initiative is specific to the pub sector, prompting calls from UKHospitality chief Kate Nicholls for broader support across the hospitality industry. Carolyn Harris MP, Chair of the APPG for UK Spirits, highlighted the challenges faced by pubs, including rising excise duties on spirits, emphasizing the need for comprehensive sectoral support.

Cabinet Minister Pat McFadden reiterated the government’s commitment to assisting the pub industry, acknowledging its economic and cultural significance in the UK. The Mirror’s ongoing “Your Pub Needs You” campaign continues to advocate for the preservation of British pubs.
