“Build Canada Homes Aims to Accelerate Affordable Housing Construction”

A little over a year ago, Prime Minister Mark Carney made an announcement in Ottawa about the launch of Build Canada Homes, a federal initiative aimed at addressing the housing crisis and expediting residential construction. The agency aims to increase the delivery of affordable housing, addressing concerns raised by industry leaders about the slow pace of housing development nationwide.

Build Canada Homes has committed to supporting the construction of approximately 19,000 affordable units across the country, with only about 2,000 units currently under construction. Dave Wilkes, president and CEO of the Building Industry and Land Development Association in Toronto, expressed the need for quicker progress, highlighting the industry’s impatience.

Established as a Crown corporation in July, the federal housing agency has faced challenges such as bureaucratic processes, land transfers, and intergovernmental agreements. Spokesperson Joshua Coke emphasized that this is just the beginning, noting the high demand for affordable housing in Canada.

The agency focuses on non-market housing, where rents are income-linked rather than market-based, while also collaborating with developers to build affordable homes for the middle class. The goal is to accelerate construction to address the housing affordability challenge effectively.

Kevin Fettig of CMI Financial pointed out the long absence of the Canadian government in funding and constructing affordable housing over the past three decades. This shift in fiscal priorities led to a reduction in housing initiatives and the discontinuation of building new affordable housing units.

Federal Housing Minister Gregor Robertson acknowledged the lack of leadership in addressing housing affordability and emphasized the government’s commitment to change that narrative. The approach of Build Canada Homes, providing support to builders and developers, is expected to yield positive outcomes over time.

The housing market, including market-priced segments, is facing a significant supply gap, as highlighted by CMHC chief economist Mathieu Laberge. To restore affordability levels seen in 2019, Canada needs to double its pace of housing starts. Laberge stressed the importance of addressing the pent-up demand from younger Canadians and newcomers across all housing segments.

The partnership between Ottawa and Alberta to build affordable housing units aligns with the efforts to address the housing needs in rapidly growing provinces. The focus is on promoting modern construction methods to expedite the building process and enhance affordability.

The industry is undergoing modernization to ensure faster and more cost-effective construction practices, as emphasized by Minister Robertson. The collaborative efforts between the government and industry stakeholders are crucial in meeting the growing housing demands and improving affordability nationwide.
