Nearly 1.5 million households in England and Wales have already been granted cold weather payments this winter, as confirmed by the government. These payments, amounting to £25 each, are triggered when the temperature in a postcode area reaches or is forecasted to reach zero degrees Celsius or below for seven consecutive days. The recent freezing conditions in early 2026 have led to additional payments to eligible households.
The cold weather payments were activated after temperatures dropped below zero at over 30 Met Office weather stations nationwide. Last winter, approximately 1.4 million such payments were distributed. The Department for Work and Pensions has disclosed that over £35 million has been disbursed to vulnerable households in England and Wales during the current winter season, which runs from November 1, 2025, to March 31, 2026.
Individuals receiving Pension Credit automatically qualify for Cold Weather Payments. Those on Universal Credit, Income Support, income-based Jobseeker’s Allowance, income-related Employment and Support Allowance, and Support for Mortgage Interest may also be eligible based on additional criteria related to their employment status, health conditions, disability, or caregiving responsibilities for young or disabled dependents.
While individuals in Scotland do not receive Cold Weather Payments, they may be eligible for an annual Winter Heating Payment. Pat McFadden, the Secretary for Work and Pensions, emphasized the importance of such support for vulnerable households during extreme cold weather. He highlighted various measures, including a higher National Living Wage, reduced energy bills, and a Winter Fuel Payment of £300 for over nine million pensioners, that are helping households cope with living expenses.
Low-income pensioners are encouraged to apply for Pension Credit, as it provides access to various support services, such as assistance with housing costs, free NHS dental treatment, council tax discounts, energy cost support, and a free TV license for individuals over 75. Despite this, statistics from 2023/24 show that nearly one million eligible pensioners are missing out on an average of £50 per week, or £2,600 per year. Organizations like Age UK emphasize the importance of ensuring that financial assistance reaches those who truly need it, especially during cold weather periods.
Morgan Vine, the director of policy and influencing at Independent Age, praised the UK Government’s £35 million investment to support individuals struggling to heat their homes. Vine stressed the significance of providing essential aid to those facing financial challenges, particularly older individuals on low incomes.
